Thank you for your interest in Carnegie Vanguard High School, the only all Gifted and Talented high school in the Houston Independent School District!
Carnegie Vanguard High School is a secondary Separate and Unique School (SUS). A secondary SUS is held to very specific rules regarding Out of District applicants. Please see the Houston ISD policy on Out of District Transfers for a secondary SUS:
We invite students interested in our all G/T school to submit an application for admission. If the student is already part of the Vanguard (G/T) program in HISD, no testing is required. Students not currently in the G/T program or not currently attending an HISD school will require testing. Once you submit your application, the Vanguard Magnet Office here at Carnegie will contact you if testing is needed. Please wait to hear from us.
The completed application with all required documents must be submitted to the front office or by mail no later than January 6, 2012 for guaranteed consideration in the first round. Applications postmarked January 6, 2012 will be accepted. If you drop your application off in person, you will receive a receipt and we will schedule any testing that is needed. Please complete a Carnegie Vanguard High School Application only. Our school does not accept the Magnet Application, as Vanguard has different criteria. We encourage you to apply as soon as possible to expedite the processing of your application and so we may schedule testing with you as soon as possible.

Testing
I want to schedule testing for my child. How do I do that?
Once you submit an application, we will contact you and arrange testing.
When is testing?
Testing will occur during the week of January 7-11, 2012 and the magnet office will contact you if testing is needed
What should I bring to testing?
Your child will need some form of ID. A passport or school ID is sufficient. If your child does not have an ID, a parent must present his or her ID. Students are also encouraged to bring a #2 pencil for testing.
Does my child need testing?
Only if your child is not already identified as GT by Houston ISD
What if my child is GT in another district where we live now?
We do not accept out of district students.
What if my child cannot make any of the testing dates?
In order to qualify for Carnegie’s program, your child will need to test. If he or she cannot make it, we can reschedule them when and if we go to a Phase II in June.
We attend private school and my child takes the ERB. Can we use that instead of the Stanford test?
No. Your child must take the Stanford test.
My child took the Iowa test last year. Can we use that in place of the Stanford test?
Yes. District policy states that we can accept Iowa scores in place of Stanford.
How old can test scores be for us to submit them?
We need scores no more than one year old.
My child is not GT, but he/she attends an HISD school. Does he/she have to take the Stanford test with you?
No. The Stanford scores can be submitted along with the application as long as they are less than one year old.
How long does testing take?
The duration of Stanford testing is approximately six hours and is offered on Saturday, January 7th, 2012. If Saturday testing conflicts with your schedule, the Stanford can be completed in two weeknights in approximately 3 hours for each session. The NNAT2 takes 30 minutes and can be completed in one weeknight or on Saturday, January 7th, 2012. Please see below for testing options.
Applications
When do you start taking applications?
November 7, 2011
Can I fax in my application?
No. Please hand deliver or mail it by the January 6, 2012 deadline.
Can I get a receipt if I drop it off?
Yes. We will schedule testing if needed and give you a receipt with the test date and time on it. You may send us an e-mail if you mailed your application with the postal service. We will respond letting you know if we have received your application.
Can I submit an incomplete application?
No. Please submit a fully-completed application.
What’s a GT Status report?
If your child is already GT, the Vanguard Coordinator or counselor at your current school needs to complete a GT Status Report. They will know what it is. If your child is not GT, testing is required and the GT Status Report does not apply to you
Which application do I complete?
You need to complete the Carnegie Vanguard High School application. We do not accept the Magnet application. A copy of the appropriate application is located on our school website.
Do you accept students at all grade levels?
Yes, we accept qualified students in grades 9-12.
What if my application is late?
Applications for Phase I must be submitted or postmarked no later than January 6, 2012. Applications for Phase II and Phase III are processed in the order they are received. Please note that we anticipate reaching enrollment capacity with Phase I applications.
What should I submit?
On the application there are two sections at the top. One lists what you should submit if your child is already GT. The other lists what you should submit if your child is not currently identified as GT.
Do you consider anything else?
No. For equity purposes, we cannot consider letters, resumes, awards, projects, photos, or anything not listed on the application.
What do I need to do about the teacher recommendation?
We only need a teacher recommendation if your child is not currently identified as GT.
Where can I get an application?
Applications will be available in November and can be accessed on the HISD Advanced Academics website or the CVHS website.
How man students will be selected for your program?
Due to Carnegie’s continued growth, approximately 200 spots are available for new students which will result in a lottery system.
What if my student is not selected due to the lottery system?
Any student that is qualified but not guaranteed a spot at Carnegie will be placed on a waitlist and contacted if any spots become available.
Tours, Shadowing, Campus Fair
What is shadowing?
We assign your child to attend class with one of our current students to get a first-hand look at a core class (English, Math, Social Studies, Science).
When is shadowing/tours/testing/deadlines/campus fairs/orientation?
Please consult our list below for all the Magnet and Vanguard dates, including shadowing, tours, testing, deadlines, and campus events.
What happens on a campus tour?
Current students and parents at CVHS will lead small groups of parents into classrooms while class is taking place so parents can see what instruction looks like at Carnegie. Parents will also tour the facility and have the opportunity to ask questions. All guests will receive goodie bags and enjoy snacks provided by the PTO.
Do you give tours any other time of the year besides Magnet Week?
No. Tours are not available at any other time. Quality instruction without interruption is paramount at Carnegie Vanguard High School. We encourage you to take advantage of seeing the campus during Magnet Week.
If you would like to learn about our campus or the Vanguard program at Carnegie, we invite you to participate in one of the events we have scheduled.

If you received a letter stating your student is not qualified to attend Carnegie Vanguard High School, the Vanguard Program Standards approved by the HISD board in 2007 outline the following appeals process:
From Standard 3 – Identification of G/T Students:
“An appeals process is in place, in accordance with the state law, wherein parents and
teachers may appeal a student’s non-qualifying identification by bringing forth new data
(test scores or grades) that, as a result of the “appeals” may qualify the student as G/T.”
New data is the only way to appeal the non-qualified status.
Students may not test more than once in a twelve month period, so students who have taken the NNAT2 or Stanford within the last twelve months are not eligible for re-testing at this time.
You may read all the HISD Vanguard Program Standards, which are part of the HISD Elementary and Secondary Guidelines, here:
Should you have further questions, please contact Mr. Reyes at 713-732-3690.
